Ms Zdenka Popović was born in Postojna, Slovenia. She graduated from the Faculty of Economics at the University of Montenegro. She participated in numerous seminars and workshops on management, finance, investment and public internal financial control organised by the Human Resources Administration. She participated in the Programme for improvement of employability of women in rural areas of Montenegro.
She completed the School of Democratic Leadership. She received a Certificate of Appreciation for her contribution to the implementation of the Civic Education Programme organised by the US Embassy in Podgorica. She actively participated in all seminars of the Konrad Adenauer Foundation and the Ministry of Human and Minority Rights – Department for Gender Equality Affairs.
As of 14 June 2015, she has been a vice-president of the Democratic Montenegro. In the period 2010-2018, she was a councillor at the Local Assembly of the Capital City. At the parliamentary elections in 2016, she was elected member of the Parliament of Montenegro. At the parliamentary elections in 2020, she was elected member of the Parliament of Montenegro again, as well as at the parliamentary elections in 2023. On 30 October 2023, she was elected Vice-President of the Parliament of Montenegro. She initiated the re-establishment of the Women’s MP Group and signed the agreement on its forming on 20 December 2023. In addition, in the 28th Parliament of Montenegro she is the member of the Committee on Economy, Finance and Budget. After the Second congress of the party in 2019, she was re-elected Vice-President of the Democratic Montenegro.
During the 27th Parliament of Montenegro, she was member of the Committee on Economy, Finance and Budge, the Legislative Committee, the Administrative Committee, and the Commission for Monitoring and Control of the Privatisation Procedure.
